820-00165 (S0 State) Almost there. 165mA "toy box"

I have one I have never seen before. Machine enters a S0 state. Tries to power on but the PPVCC_S0_CPU voltage is 1.7 not 1.8v so it is just sitting there.
Looking at the schematics I am not sure how it regulates voltage. I am suspecting U7200 but I don't trust that.

CPU resistance is normal 10 ohm and does not appear to be the cause.

I would appreciate some guidance in this area.

BIOS is involved in CPU voltage, which is dinamycally adjusted, via SVID bus.
J6100 is clean, could you access BIOS through it?
You may need to remove it, just in case.
Also check all SPI Bus Series Termination resistors.

You can try heating CPU with good flux; in case of crap accumulated underneath.
