Ok finished checking all the lines I could get to. Some only go to components under the thunderbolt shield which I haven't removed and would rather not for now so I didn't check them.

CC lines are all 0.577 diode mode to ground. Checked at their respective capacitors near their respective CD3217s as it is impossible to get to the protection diodes as I have the shield on the USB C charge port on so it covers them. Still going through and comparing the rest of the lines.
May have found a problem. PP3V3_UPC_XB_LDO seems to be a bit high, 3.48V instead of 3.3. Diode mode is .471 when open board data says it should be .515.

PPBus at F7000 is 1.28V for about 40 seconds then the board shuts off and obviously drops to 0. That's if I reset the charger and it's at 5V. If I use another device to switch the charger to 20V than connect the board sits at 0.0035 ma and 20V which looks like DFU mode but it's not, DFU status...
Looks like the CPU is dead :(. Connected the battery and trackpad and it would refuse to be detected in DFU mode despite the detect signal being present. Disconnected the battery and trackpad and connected the fan because I noticed the CPU heatsink heating up slightly and now can't get past 5V...
