820-00165 green light, fan spins, CPU warm, no boot

I have a 820-00165 board. When connecting the charger it has green light and the fans spins. The LCD stays black. Keyboard doesnt light and neither does the caps lock key light. CPU gets warm. SCM reset works but PRAM reset doesnt. It also doesnt give image with everything disconnected but the LCD. SMC bypass not working (fan spins but no boot).

ALL_SYS_PWRGD = 3.3v
PPVCC_S0_CPU = 1.8v
SMC_lID = 3.4v

PLT_RESET_L goes high?
Tried known good BIOS?

No history.
PLT_RESET_L is 3.3v stable
Do you clean clean ME for this board? Thanks

Check all SPI Bus Termination resistors and their traces.
Clean J6100.

SPI Bus Termination resistors all are OK and their traces.

J6100 is cleaned, no change.

Then bad PCH/CPU.

Just in case, reflow it for test...
