3 USB Ports show 5V and 0 Amp Draw and 1 Port USB C the amp meter will not turn on.
Client used all 4 ports simultaneously for multiple peripherals always.

Machine turns on and charges from the other 3 ports.

Check diode mode to ground on CC1/2 lines of non working port.
Compare diode mode readings around corresponding CD3215 chip with other good port.

S-UEM2 helps you in this case:

Non Working Ports (TA)
CC1 diode to Ground is 0.064 and CC2 is 0.161.

Low compared to CC1/2 of of there port. (TB)

BAD CD3215 ?

Check diode mode on other lines of CD3215.
If you salso get strange readings, then bad chip.
If not, may be a protection diode, or capacitor; connected to CC1 line.
But CC2 is also low, so very likely bad CD3215...

Replaced its still the same. Other Ports are now 20V and drawing amps but this corresponding port the amp meter will not turn on.
CC1 and CC2 for this port is still low.

Device will not turn on now.

It was a BAD CD3215. Replaced it with another. Now all ports with 20V and machine turns on without a battery. But with battery it will not turn on. tried a new battery too.

Battery + Charging without LCD - Machine turn on (I can hear the chime.)
Voltages SDA is 3.3V. SCL is 3.3V

Charging + LCD without Battery - Machine turn on
Voltages SDA is 2.8V. SCL is 3.3V

Battery + Charging + LCD Connected - Machine will not turn on.
Voltages SDA is 3.3V. SCL is 3.3V

No FAN SPIN in all scenarios.

Tried SMC Bypass and Safe Mode as well.

Replaced U6903 as it was getting mildly hot. Now I get fan spin. It turns on now at customers old battery but shows 1% and battery is not charging. the old battery swollen.
On a new battery it wont turn on as before. one thing I noticed that on a new battery the amp meter goes straight to 20V. not 5v then 20V.
Fan spins and then stops.

Is it still a CD3215 issue ?

Shouldn't be CD3215 issue, if turns on with original battery.
That battery may be just locked.
Harald's battery tool may unlock it.

I don't have it and neither do I have the time with this particular case. let me swap the battery with a running a1706 and check.

All my batteries are okay. Checked on another board.
The customer original battery is faulty.
But the issue of new battery on the customers board issue remains
