I assume you checked the fuse for the screen right, also how did you remove the screen flex cable? you suppose to slide the cable out or slide in. do not use the latch as this will damage the connector.
use a torch and shine a light to the screen to see if you get an image. if doesn't work then...
the laptop was liquid damaged but I can't find any liquid on the board. The board was still working then customer changed the screen because liquid got into the screen then a few days later the touch bar has stopped working then the customer reboot the laptop and has stopped powering on.

i haven't replace the ISL yet.
so the SMC from the donor has gone bad because the ISL has killed it?? Would I need to replace both together?
yeah i am aware, 17/18 should around 3ohms. i'll check properly once i have time. very likely the ISL is bad. i've already replaced SMC when Duke asked me to.
i guess he didn't press "disconnect battery" button before disconnecting the trackpad flex, used a tweezer and shorted PPBUS_G3H_TPAD or other power rails.
check USB data line to see if is shorted, and try a new trackpad.
The power button is working because it doesn't really require a trackpad...

i did swap the battery, old battery was liquid damaged.
charging, running off the battery, reading battery status in osx is good.
R5429 = 300k, good

i guess these wires bypass backlight circuit since thats one of the main functions of the GPU.
Try another airport card or isight airport cable. These are common failures on Macbook pro from 2008-2010.
these cable are too thick, when one wire break it will short the uninsulated ground wires.
someone on other forum says don't believe ASD OSX. it has many bugs etc and has false failures.
can a bad ME region causes this?
i really want to get this board fixed, its an i7 as well.
the board works well on Windows 10, just not OSX nor safe mode.
