Is a Mac programming tool necessary to clean ME BIOS?

Same symptom with disconnected battery.

Unfortunately no history at all, as per the Mac owner "It just happened". ALS works. Already tried by first disconnecting the webcam. Already tried a known good LIO & trackpad flex/board.

The machine is running slow and the fan is running fast. We have inspected the board, under a microscope and thermal cam and nothing looks unusual, nor shorted. Kindly advice.
