Check if it is recognized in Disk Utility. Could be that the drive has APFS, so if the board has not had the EFI update it will not boot from it. Hardware should still be visible in Disk Utility though.
I have never had a CPU survive this so unless you have time to waste this is a very unlikely repair. There is no way to test the CPU besides fixing the board and hoping it works.
The GMUX bypass does work, but way too much time wasted for me to go do that and backlight control does not work.
No I cannot give you a link to chips for sale as the real deal is only sold when you are "in the know". The availability is so limited that unless you have good connections in China...
This does not bode well :( If this was not liquid then I bet the CPU fried. All the more recent Intel CPUs are so prone to either shorting RTC or Vcore.
Don't use your finger, it may shut down because you are conductive and messing up U7600 regulation. Poke the board with plastic tool and see if it is the same. Else it is just the common 3662 issue.
Run MRI and see if that turns up anything. ME should be ok if it passes the "chipset" test.

Bad transformer or broken traces from connector to transformer. Don't buy boards on Ebay, or if you must just file a not as described claim. You decided to fix so now you own it..
I would never fix a 2533 machine if the original board was FUBAR, just too old now.
