    Try to power it on with SMC bypass, must be a sensor issue, look closely with microscope..... Only charger what do you have on CHGR_DCIN and SMC_BC_ACOK?

    Run ASD and check if give you any sensor error, of course could be a bad ME region too....

    Are you using pc3-8500 memory modules??? Also clean the corrosion and if you have any doubt about bios you can use a bios file from another board, no ME region on this model....
