Ok a bit of an update
I am very confused at this point. I cleaned the board and let it dry while trying to figure out what to do with it and clear my mind.
Now when I measure
PPBUS_G3H - 12.97V
PP1V25_VREF - 1.24V
PP3v3_S5 - 0.94V
PP3v3_S5G - 0V
USB - 19.4V 0.01A
It was badly liquid damaged and a few resistors/caps missing on the board due to someone brushing it
It was turning on and working but no audio jack (not detecting headphones) and bluetooth not working.
After replacing the missing components and ultrasonic cleaning it is not turning on at all...
Ok i checked today it didn't turn on after leaving it for some time.
PM_BATLOW_L - 3.3V
I heated the PCH from below and it works. I guess that will be crap under the CPU. I will keep it as a test board as I don't think it's a reliable fix

Here are the steps I took to check if that is the issue:
1 - Heated the PCH with some flux, the device turned ON. I ultrasonic cleaned and it didn't turn on again.
2 - I replaced R1301 with 330K resistor. It turned ON. I wanted to make sure if that will fix the issue so I ultrasonic cleaned...
R1301 measures 800+K
Now it turns on of course when I left it overnight.
Should I heat the PCH with some flux or leave it as is and test how it's going to go?
Any recommendation in this case how to make it reliable?

I injected under 3V. It went away the moment i injected it and it stopped draining current in split second.
