It was R7965, so the finger points back to U7200. Pin 23 is only 0.204V and diode is 212. That seemed low so I checked in ohms, the meter was flashing OL without ever being able to settle on a number. Not sure where else to go from here.

Update: After reading some forum posts, I replaced U2600 on a hunch. I now get consistent green light.

Just to check my understanding so far. U7200 needs Pin 6 to be low, Pin 13 to be high, and 13/17 to be at 3.3v and 5v. So this chip is now functioning correctly?
Changed U7200, double checked all the solders/traces. Am now getting
