PPVCC_S0_CPU_PH1 is 12.6R - so it's possibly marginal, but overall I think it's time to just let this one drift away. Hard letting go.

820-00165 supposedly replaced with a new board a couple of weeks ago. Clear signs board has seen liquid damage and was ultrasonic'd and put back in to service as it probably booted "then". Now the unit will only green/orange light & fan spin. The fan spin runs for about 10 seconds, then stops...

Check that you're getting PPRTC_G3H at the rest of the board, not just on C1910

Might want to change C8913 too out of caution, it's only 6V3 rated, seeing 12V+ might have upset it.

I don't have a copy of the MRI (any of them). Anyone have a pointer? I'm still a bit perplexed about the AHT behaviour though, while I know it's generally not regarded as worth the time running, it still does concern me that there's something causing that odd behaviour.

What boardview program are you using? OpenBoardView and FlexBV should bring up all the other points on the board that share the same network, including parts. I suspect with R1669, what you're finding is that the other part on the board one side is connected to is the CPU on the directly other...
