This worked thank you, recovery mode is now accessible again.

Most of the time -1008f error, -1007f came up once. Unable to get to recovery mode, can get to USB boot and internet recovery but after the timer gets to 0 it gives the same error every time. System was deleted during attempted factory reset by user so there is no system to access on it.
