Issues like this are usually caused by an issue between the power button and the board.... So the keyboard, trackpad (Probably not since you replaced it) and the trackpad cable. With everything plugged in and with the board in the chassis short your power pins (R5116/R5115) and see if it turns...

To me this sounds like some kind of a sensor issue. Almost sounds like PROCHOT is being asserted. There are several resistors around the SMC that have thermal sensor signals going through them. You need to check them. PROCHOT is asserted by Q5159, U7200 and the SMC. Have a look at those...
Sorry SMMRepair Was half asleep and didn't drink any coffee yet when I made that comment. It is very possible that those fets are bad.. However, Something killed them. Bad controller most likely and the controller most likely took out all the fets in that circuit as well. Replace the TPS51980...
