Was U8900 replaced before or after replacing the GPU? This could be a internal trace issue between GPU / VRAM / U8900 or bad / cracked ball under VRAM.
600-615C is too hot!!!!!!!!!!!!
I use 430C at 120C. 1-2 min is too long, you should have most everything pulled within 30 seconds.

This is a bit confusing. You did replace the SMC on this board? With one with a ripped pad?
This is obviously SMC related. What is SMC_RESET_L?
As far as the keyboard issue goes, is PP3v3_S3_PSOC present on pin 22 and 49 of U5701?
I have had much better luck with these. I have done many, and none have come back so far. I've caught a few in testing that have still done it after the replacement, but so far none have come back.
How I test these.

SMC batlow should go high with a battery or the use of a 85w charger. 4.9v isn't right. That is a 3.3v signal. Are your meter batteries low?
That reminds me. Are you using a real 85w charger with this?
When the fan spins, does PLT_RESET_L go high?
This will likely suck.
Recheck current sensing on pins 17/18 27/28 of the ISL should be 3-5 ohms / 20 ohms.
Also, resistance to ground on CPU and GPU VCORE.
If you hold the power button down when it is doing this, does it start up normally?
My very first board repair would do this, and you held the power button down, and it would start normally, ended up being a bad ISL.

It's normal. Of course it's going to get hot. Nothing is shorted.
If you still have 5v when plugged in, plug in the USB C the other direction. Does it work? Something is likely messed up with the CD3215 replacement or the redriver replacement.

You said it worked with a battery, and now you say PPBUS G3H is shorted.
Does it turn on?
If PPBUS is shorted and the CPU is getting hot then this is done for.
If it turns on and you get image you are getting trolled by your meter.
Do you have continuity from pins 17/18 of the LCD connector to the other side of L9080?
Black screen/backlight on these can very well be a dead PCH or crap under it.
I presume you have tried another display?
It croaked about a millisecond under gpu load. Board bubbled up from a internal short near the CPU and one of the GPU fets shorted ppbus to vcore. RIP.
