The MacBook Air 2011 ram issues is from experience 95% of the time the CPU/PCH or internal traces.
I stopped accepting these unless the customer just wants to get a replacement board straight away (I always try to have one in stock)
Missing memory voltage is something that might be fixable...
Honestly for me its not worth the bad reviews, just pull the lid and if it looks fucked just don't touch it and ask the customer to come pick it up.
Especially the heat gunned CPU/GPU's, if you see the edge bonding visibly molten you know its going to be fucked no matter how hard you try
I've tried with everything disconnected other then:
- LCD
- Trackpad/Keyboard
- Battery
- Magsafe (Not the ext. cable, only the 5 pin power)
I'll see if anything changes with the LCD disconnected tomorrow. I assume I can verify it by using HDMI?

- Booting from a USB CD
- Booting from a USB OS ASD 3S156
- Booted Ubuntu installed on the local SSD (Same for booting a live CD by the way)

Still having the same issues, sadly.
An apple authorized store diagnosed it as "Bad CPU", not sure if that could be the case? I mean it boots Ubuntu just fine with web browsing and all drivers are working as expected so I doubt it

No water damage and the board looks clean

Not worth risking. Once Li-ion cells are dead you can't recover them without extensive damage to their capacity.
If the battery is just empty and not allowing any output due to security, try to charge it in a macbook and it will come back to life

Missing C7291 can cause this, but it also means someone decided it had to be gone. Place it back and keep your eyes open for other pulled components.
The system might be able to start without C7291 but PP5V_S3_REG will have a considerable amount of ripple and inaccuracies making the system...
PPVBUS_E85 was 19.9V when I posted that response but it measures as 5.14V now.
PP3V3R3V0_AON is at 3.14V which is a bit low, when I posted that response it was 3.31V
