No experience with this issue other then cable or trackpad issues. Maybe the USB traces are bad and the device gets disconnected due to too many failed transmissions.
Does it also show this issue when booting into OS X Recovery?
Will the trackpad and keyboard keep working in the boot drive...
There is a fair chance the CPU is toast, if you have time for it you can try to hunt down which mosfet is shorting and replace accordingly, I've had about a 20% success rate on CPU mosfet PPBUS shorts where the CPU was not killed
This means you have one or more sensors failing so the SMC is running the CPU in low speed while blasting the fans on full. What does ASD tell you about the sensors? Just wondering.

You indeed need to get a SMC from a exact identical board
Check what the battery reports with CoconutBattery for OS X or a test with ASD if the model you have has one. Maybe the internal diagnostic test will report a back battery as well but I'm not 100% sure.
(You can run CoconutBattery on a Guest Account by opening it from the Terminal if you don't...
PP5V_S3 will be there but only for a split second until it power cycles again. Could very well be possible that your multimeter does not catch this
If the fan spins even for a split second it means you had ALL_SYS_PWRGD.

Surprisingly enough none of the datalines were shorted in a way it killed the SMC's sensors, so a new ISL and everything is up and running again.
This has nothing to do with PP1V5_S3RS0_CPUDDR, by removing this resistor to Q7950 the system will never make ALL_SYS_PWRGD good high resulting in the system never completing its power sequencing
Basically (with R7974 on the board) you will get ALL_SYS_PWRGD but the system is power cycling...

Try to login onto the computer and set the brightness to full, at least that way we know for sure it isn't simply turned off.

Anyways U4600 actually has a small hole inside of it and PP5V_S4_EXTA_ILIM was semi-shorted with only 16Ohms to ground. And PP5V_S4 went from 10.4Ohms to ground to >15kOhm
