With and without the battery connected, I get the 20v on charger and a charging battery symbol on the screen, but does nothing else.
Plugged in charger, I get 20v 0.75-1.2 amps for 25-30 seconds
This is with the board alone on the desk
After 25-30 seconds, it will go to 20v 0 amps...

It currently fails both when mounted in shell and when board is alone on desk. No output to external monitor either. I tried new BIOS chip + flash several times already so it must be something else.

EDIT: I fixed it by reflowing all the RAM chips. I figured I probably used too high of a temperature for removing the shorted cap on the other side of the board.
