I have a water damaged 820-00165-A that has no display, either on the internal panel, or on an external screen.
There is zero change on the screen when power is connected.

We have an A2338, running Monteray, that has no back light from the moment you turn it on, until you have logged in with your password, when it will turn on, and stay on.
i.e. the Apple logo doesn't have a back light at all, or the login screen.

I only have a CH341A programmer, with a standard 8 pin SOIC adapter.
To load a good BIOS, do you have to manually solder wires to the board, or is their an adapter I can just plug in?
Never programmed a Mac BIOS before.
And, given I can get the unit to boot in Target...

I rechecked CPU core - goes to 0.69v then stays there.
I get USB light flashing on all 4 USBC ports.
Yes, Capslock light works correctly.
Touchpad does tap correctly when unit is turned on.
NO Chime after PRAM reset - no chime, ever.
No fans, ever.
The macbook appears as a disk...

I had tried disconnecting internal LCD, but still no external on any of the USBC ports.
I retested, on all 4 USBC ports, with two different USBC-HDMI adapters that we use regularly on other macbooks.
lol, good diagnosis there 2informaticos in regards to the low battery on my multimeter!
OK, after replacing the battery in it, here's the CPU core voltage:
When I press the power button, about 3 seconds later, PPVCC_S0_CPU goes from 0.0v up to 1.14v
About 3 seconds later, that voltage drops...

First, I'm not familiar with working on this model board.
No video on internal panel or externally on any USB C port with a USB-HDMI adaptor that I've had working in other Macbooks.
No fans, no chime.
No signs of any liquid damage on either side of board.
Power rails seem good, CPU...

Still only green then amber Magsafe light, and no fan spin though...

I have a dead 820-00165-A logic board, only an green then orange light, with everything including the battery disconnected.
When it arrived, with those symptoms, I found U1900 was getting to hot to touch.
Checking power to U1900,
PP3V42_G3H was correct at 3.40 volts
However, PP3V3_S5...

You were right, once again - it was the USB ports themselves that were shorted.
I managed to desolder one from the ONLY matching board I had.
It was relatively straight forward, until I accidentally desoldered two tiny diodes right near by, while cleaning...
Hmm, I don't think I have a board amongst my dead parts.... damn.
Had a look at that online auction site - one seller is selling them "refurbished" for $90 USD plus $30 international shipping, lol.
I think I'll pass at that price.

I've already removed the heat shield from the bottom side of the board.
Should I be covering the 50+ pins under the heat shield on the bottom side of the board with 138 degrees...
