I tried to reflow the SMC chip without reballing it, and surprisingly, the unit now works!
Surprising, as there was no evidence of any liquid having been near it.

Very minimal amount, from the look of it.
Cleaned.
No Magsafe light, no fan.
Checked voltages and missing PP5V_S5.
CHGR_DCIN 20.5v

PPBUS_G3H 8.2v
PP3V42_G3H 3.42v
PPVRTC_G3H 3.42v
F7140 is 8.2v each side

As Gurmon says, it can't be done without the recovery key.

Failing that, the only options are to either remember the password, or brute force/dictionary attack the password...

Yes, you are right.
I ended up replacing the fan with a known good one, and the issue seems to be resolved.
It was annoying, as it necessitated removing the logic board to replace the fan.
Interestingly, the failed fan seemed to spin far more freely than the good one.

I have3 a mid-2018 MBP A1989 (EMC3214), that makes a popping/crackling sound when the unit gets hot.
I've removed the base cover and cleaned the fans - which were already spotless, and seem to spin fine with zero resistance.
I thought that the microphone may have been picking up some...
With U9701 removed, pad 3 (A3)(BKL_EN) shows, in diode mode, to not be connected to ground, and is connected to pin2-R9731 and pin2-R9715.
Any other checks I should do while the chip is removed?
The only pads connected to ground are the ones that are meant to be connected to ground, i.e. A1, A2...
