I google to try and find power pads with not much luck, so I reinstalled and connected keyboard, but still no turn on, any info on location of power pads?

Good to know! I did notice the short on AMON (Pin 9) of ISL went away when I pulled the ISL, can I consider that confirmation of bad ISL?
