Yes I get video when with hdmi output and screen plugged in. I do get USB activity.

Okay everything seems to be working fine now. I did the flux and reflow + I saw that C9206 was missing from the board so I put one on there and replaced C9221 since it didn't look good.

Yes. SMC_LID stays 3.41 with the lid open and nothing appears on the screen.
I was able to see the screen turn on once and when I plugged in my USB OS it showed a fully loaded apple logo and bar but it just stuck there so I shut it down.

Yes I've been doing all of these tests with only the board and usb port plugged in(no other accessories plugged in).
I don't even get a pulse on PM_SLP_S5_L or PM_SLP_SUS_L when I plug in the charger and when I use the R5115/16 pads.

There is no specific component that is getting unusually warm. When I feel around it seems like the entire board is getting slightly warm after about 30 seconds. I removed the CPU heatsink and felt the cpu and it gets warm but not extremely hot that would have me suspecting it.

R6991 had 0v on both sides and had the correct resistance. You said D6901 but that doesnt exist so I think you meant D6905.
D6905 had 5.2v on pins 2/3 and 0v on pin 1
I get 5v on Pin 2 of U6990 and 0v on the enable Pin 2
Should I try replacing the U7000 chip?
