There is no specific component that is getting unusually warm. When I feel around it seems like the entire board is getting slightly warm after about 30 seconds. I removed the CPU heatsink and felt the cpu and it gets warm but not extremely hot that would have me suspecting it.

R6991 had 0v on both sides and had the correct resistance. You said D6901 but that doesnt exist so I think you meant D6905. D6905 had 5.2v on pins 2/3 and 0v on pin 1 I get 5v on Pin 2 of U6990 and 0v on the enable Pin 2 Should I try replacing the U7000 chip?
