00165 boards much more picky with BIOS. Did you even try to perform a clean install of High Sierra when you had a working (bootable) BIOS?? Installing High Sierra will correct ME region automatically, as long as unit will boot to installer.
Perform clean install of OSX using that exact board/drive and try again (or force update via bless/mount). Sounds like you still have ME region issues.
Never seen a MUX do that. If it really has been worked on that much, you can't rule out damage to the board itself. Of course, GPU highly suspect, as it damage near/around it...inspect entire board very well for missing/damaged components.

Oh my goodness--yes, ALWAYS remove heatsink when working on any board, unless you're doing something super minor on edge of board, etc.

Yup, pretty common fault on these...would be a bitch to fix. If it was liquid, hopes are a bit higher. If it was random or a drop, this will be a nightmare.
Have you confirmed the board doesn't have any cracks/breaks? Specifically along I/O side...USB ports commonly cracked at the board. There are many lines running along right-side edge of board, so any damage there can cause funky issues relating to power/charge/etc. Just a thought...this thread...
Make sure you used a C00 CD3215 and not B03; check chip face. Made the same error a few times (the B03's are easier to pull from the 00840/75 boards), but the 00923/239/etc need C00.
OK, I guess they just added it to internet AHT. I've booted 3 more 2015 models the past day or two and they all now have it. Pretty convenient, I guess.

Thank you!! I actually realized I had replaced the CD3215 with a "B03" version instead of "C00". Once I replaced it with a C00 chip, the board began working--no more cycling, etc. It boots and has passed AHT, and seems to be working well! :)
