Mark this as solved. The fans were in general running higher than what I thought normal. No troubles found when running diagnostics. I decided to swap the SMC and it now wakes normally and fans are no longer running high. Case ended up not related to firmware or software.

Have a 00239 a1706 board that has been a royal PITA. Ldo 3v3 was shorted on 3! (assuming customer had junk charger or dongle) of the cd3215’s (assuming customer had junk charger or dongle) and ultimately the last cd3215 wasn’t shorted but was not showing any voltage so had to replace it anyway...

Ok. I was able to flash the SOC Rom. It is still stuck in DFU. I tried holding power key down and SMC reset but it doesnt want to exit DFU and get the same error after attempting restore.
