Yes they came from same donor board, in fact I put the chips from the customer board onto the donor board and the donor board got 20V after all the chips got installed back, so the chips are okay.
Yes all my test are with original 96 and or 140W chargers
Clean board, boots with charged battery and with battery installed I get 20V but no charge without battery I only get 5V and about 0.285A taken.
No shorts around any of the CD3217
All CD3217 have the same behavior
Already installed know good U2890, UB090, UB700, U3500 and all CD3217 as well...
Board had some corrosion around R5117 near the SMC, fixed that but the original problem of the computer restarting still there, I have boiled it down to the fan not working.
Already replaced SMC, clean BIOS, Q6060
R6060/61/65 all ok

I do get a drop on PM_PWRBTN_L and PM_SLP_S4/3_L
Also when I first connect the charger I get all voltages for less than 1 second, even VCORE comes high at 1.8V but then goes to 0V shortly after.
Board had corrosion on U7820 all else looked fine, after replacing and repairing U7820 I am now stuck at all_sys_pwrgd 0V.

Ok I got the new chips and have already installed them both U8100 and U7700 but the behavior is the same.
Now I have also noticed that PPVDD_DISP_AWAKESW is 0.070 and PPVDD_SOC_S1 is 0.040 in diode reading and if I am not mistaking this should be 0.199 and 0.130

Yes, all my test and measurements are done with the board alone unless I need to test something else additionally.
