As for the one time that it started, when I heard the beep, I turned it off since nothing was connected to it. It was just bare board.
As for the pulses, I believe pretty much everything pulses, including CPU coils.
Not Macbook board related, but some info would be nice if someone knows. I'm a complete noob here.
Problem: doesn't start. 3.42V and 11.89V present. Other voltages pulse when the power button is pushed.

Correct. I made a mistake thinking there could be crap under SMC since that area was water damaged and R5280 look good but turned out to be vice-versa.
Is there anything else that could be checked on the board?
Do you think there could be broken via from SPI to PCH?
I haven't checked I2C properly before reflowing SMC. Unfortunately, I had hot air a bit longer than usual on SMC and haven't check after it if PP3V42 was connected to something else during reflow, before starting the laptop. Other than...
U7400 looks good too.
The laptop was working before, just slow. I believe I was too fast and burned out one SMC during reflow (even though I was supposed to look at I2C lines first). PP3V42 was lower than usual, I cannot remember the correct value since it was some time ago.

Okay, R5280 only 1.2V on pin 2. Resistor measures 2kOhms. Whole rail looks visually good. Shall I try with new ISL?

I seem to have input signals for U7400, but it doesn't shoot out CPU VCORE.
DCPS pulls 155mA before it raises up to 230mA as the fan ramps up. SMC was just replaced with another working.
What other signals should I take care of?
Okay, I lifted mentioned chips (except SMC and PCH, of course) and nothing changed. Then I heated SMC with flux and PM_SLP_S4_L is back to 100kOhms.
I wanted to check for PM_SLP_S4_L value and checked wrong resistor (R1995) instead of R1461. Basically, R1995 shows PP3V3_S0 being 0 Ohms.
Power...
Okay. Before I do that, I went around a bit and found PM_SLP_S4_L having 3.5Ohms. So hopefully not PCH or SMC pulling it down... Should I first try to remove other components on that rails and check?
Board was water damaged. Cleaned with UC. Damaged areas showed in pictures. After cleaning, looks pretty good, including under SMC.
