    Yep, I was not looking at U7600 for PIN3. I will measure that EN signal this afternoon when I get home and see if it is HIGH and if it is replace u7600 and see if it fixes my issue.

    Yeah. I must have soldered it on incorrectly. Instead of trying to figure that out, I just pulled another off a board and made sure to be very deliberate with my soldering this time and no more safe mode! All seems well. Thanks again Duke!! This can be marked as fixed or solved!

    Oh so, you aren't just dealing with missing/damaged EFI... You're working with stolen laptops I am guessing and wanting to remove iCloud/EFI locks... One old laptop (2009) I can see possibly needing a new EFI ROM/BIOS, but now you need an Air bios... I've only ever had to replaced one bad BIOS...

    U5750 is what was originally shorted to ground. I replaced it from a "hole" board... Do you think it could be bad still? The short has been eliminated.
