i have this board wich boots up with high fan spin and shuts down. after inspecting it i can see someone else has worked on it due to the bios chip being badly soldered. im wondering if they replaced the bios chip without any knowledge of reprogramming that needs to be done?

yes when connected to my benchtop power supply amperage is high then goes down seems like odd behavior not sure if that may be a clue to what could be wrong. it does look like the board has been worked on before seems like isl was replaced and a trace near the smc was blown re attached it...
The board is missing PP5V_S4RS3 and PM_SLP_S4_L is 0.064v i also notice that when the board is connected to a power supply it goes from 270amps then goes down to 60amps.

So the issue started with slow charge.
pin 17/18 and 27/28 checked out so i decided to replace the isl but now i only get a green light no charge indication.
i checked the smc data line resistors and theyre fine

not sure if this is normal but u5400,u5410 and u5430 are all outputting around 0.30-0.50v
also vcc of u7400 is only getting 4.97v it should be 5v right?
now its 11.77v on ppbus with battery connected no charge indication and BIL cable connected on ppbus.
12.62v with BIL disconnected no charge indication while battery connected on ppbus.
11.85 without Bil connected, charger unplugged and battery connected on ppbus.
12.28v without battery...

12.55 with battery.
once again its charging like normal and has not stopped for a longer period.
removed charger and reconnected ppbus stays at 12.58v but no orange light with battery still plugged in.
unplugged charger again and reconnected charge indication is back...
