820-00165 Backlight/Image Issue

[Instafixx]

Device has no IMAGE and No Backlight.
Device boots up. Confirmed external USB activity.
F7700 was faulty. was getting 0V at PPVIN. Replaced . Now getting normal voltage.
EDP_PWR_EN is 0V
L8304 is 0V.

Pins 18/19 of J8300 must get 3.3V at least in the first few seconds (when chimes).
That is required by LCD circuitry to send back DP_INT_HPD signal to PCH.
