Check PM_BATLOW_L, PM_DSW_PWRGD, PCH_DSWVRMEN, SMC_ADAPTER_EN and the 4 PCH's RTC signals.
Do you get 3V3_SUS?

pp5v_s4rs3 is now 5.1v after i reballed the SMC..
Fan now spins with processor now getting hot and off after 10seconds

What you've find shorted on PPBUS_G3H?

Just in case, try bypassing F7140.

Do you have all stable voltages, including VCORE?

VCORE and other voltages are stable..
board now displays but no amber or green light

If board stays on now, replace F7140.

Did you try known good LIO board/flex?
Inspect J9500 pins for damage.
