820-00165 don't turn on at all

have 820-00165 no water, clean as new. battery chargers, but no way to turn it on. if connect only charger green light changes to orange and thats it.

PPBUS_G3H 8.6v

SMC_ONOFF_L 3.4v

what voltages should I check next? what further steps. thank you

3V on L7560? Check for power cycling on L7520. Check corrosion around U1900/U6100/SMC area.
