820-00165 Fan spin, vcore but no chime

Board from another shop.
Board had no 3V rails and someone was working with Q7560 and U7501 but did bad soldering job.

Replaced both and got fan spin but no chime.

Vcore on both big coils on both sides is 1.8V

CPU dead?

PLT_RESET_L goes high?

Check all SPI Bus Series Termination resistors and traces.
Also clean J6100.
Try known good BIOS file.
