Good afternoon, had oxidation in components c2951/52, r2951 and u3710, replace them. I did the reball in SMC, because it had oxidation near it. In the tests the mac spins the cooler, but there is no video and no USB activity. I cleaned the ME region of the BIOS, but the defect continues.

Voltage: PPBUS_G3H 12.6V; PP3V42_G3H 3.42V; PLT_RESET_L 3.34V; ALL_SYS 3.33V; Vcore 1.84V;

Check all SPI Bus Termination resistors and their traces.
Clean J6100, or remove it.
Try first known good full BIOS.

I subsisted on q7630, because it had oxidation in its pad 1, but it had no effect. I replaced the u7400 and tinned the u6100/u1900 and u1905, in the tests the mac does not turn the cooler, the L7430 0V coil voltage is missing.

If lost L7430 voltage, ALL_SYS_PWRGD cannot be present and also VCORE disappears...

Re-check your job done on U7400 area.
Post its voltages at least.
