820-00165 No Image

Got an 820-00165 with no image/chime. It is running while drawing 185mA. Fan is spinning, Got light on magsafe but no USB activity. Should this just be a parts board? I hate these boards with these issues. CPU is ice cold

Did you check 3V3_SUS?
Any voltage at big coils?
U1950 looks good?

pp3v3_sus is 3.3V
removed U1950. Pad for pin 8 was missing. Put jumper wire on and changed U1950 and Cap. Board is now drawing 450mA and has image.
