Don't waste time with U7100, if you get correct PPBUS_G3H.

Dp you get only two pulses, or power cycling every 5s?
VCORE and PLT_RESET_L pulsing at same time?
Any history fault available?
3V3_S5/SUS stable?

Inspect Q8150 and U1950 for corrosion.

OK, HERE WE GO.
Only 2 pulses when I connect the charger. Approx 5s between each pulse and then held at 23-24 mA.
VCORE and PLT_RESET_L is pulsing at the same time.
Q8150 and U1950 look super clean.
3v3_S5 / SUS are stable.
Something that I forgot to tell before. the trace between U3510 / 5 and c3510 was broken by corrosion. clean and made a jumper. 0.390V diode mode and 0.028V on that line.

Check all SPI Bus Series Termination resistors and their traces.
Clean/remove J6100.
Try known good BIOS, just in case.

All SPI Bus Series Termination resistors and traces are good. I don't have another 820-00165 that I know of that works well.
I extracted the bios and saved the original .bin.
Can I do a Clear ME or something similar?

Reball SMC, as basic step for boards where corrosion is noted.
If doesn't hekp, try heating CPU with quality flux; 10-15s, untill 180-200 degrees,
No need to melt the balls, just to burn eventually accumulated crap.
