If someone reflowed the SMC, there was very likely liquid damage somewhere at some point. Inspect for any signs of previous liquid near the TPS51980, U1900, U1950, U6100 and traces/resistors, JTAG connector etc.
Board looks very clean (only small amount of flux near smc). Forgot to mention that at first there was no light on charger because of bad flex cable (reason for smc reflow). SPI resistor and traces looks fine. When trying to bypass smc fan starts to spin for a few seconds.
If board tries at least to start in SMC bypass, there should be an SMC sensor issue.
Check first SMC_AVREF voltage.
Post exact voltage for CHGR_A/BMON signals; pins 9 & 15 of U7100.
