820-00165 No USB activity/No Boot

[No-Clean]

Board had a tiny bit of corrosion on U3540, replaced that and now it gets stuck around 0.360A steady no loop.

VCORE 1.8V steady, no LIO flex or SMC bypass same thing.

Already tried:
Clean known good BIOS
Raballed CPU

PP3V3_SUS 3.3V
PLT_RESET_L present 3.3V
PLT_RST_BUF_L 3.3V
ALL_SYS_PWRGD 3.3V
PM_S0_PGOOD 3.4V

SMC_LRESET_L 3.3V
Check all those resistors
Replaced SMC just in case, same result all around.

You may have bad CPU.
Or possible bad solders underneath.

Ok some feedback, I reballed the CPU same problem, I have become proficient at doing this now, since that is the case and I have some of this boards here with shorted PCH or CPU I decided to do a CPU swap and same problem, so it is a bad CPU indeed, thanks a lot!
