If DP_INT_HPD remains high, the LCD is detected and PCH should maintain image and backlight enabled.

If you still get 7.5V at D7701, backlight is also enabled, but U7701 doesn't boost, for some reason.
Change U7701 and inspect its traces and surrounding components and solders.

Inspect J9500 for corrosion.
Clean it anyway and check the solders.
