820-00244 a1534 stuck at 5.19V 1.42amp

before this is fully working board with keyboard issue only,
i just accidentally removed th cd3215 chip by mistake. but when i
put back the cd3215 chip got this 5.19V 1.42amp even i changed new cd3215.

PPBUS_G3H 0v 0.427 (diode to ground)
PPDCIN_G3H_CHGR|PPDCIN_G3H 5.2V

PP1V1_UPC_XA_LDO_BMC 0V 0.518 (diode to ground)
PP1V8D_UPC_XA_LDO 1.8V
PP1V8A_UPC_XA_LDO 1.77V
PP3V3_UPC_XA_LDO 3.27V

what to do next???

1.4A is very high current for 5V on USB port and no PPBUS_G3H.
I suppose overcurrent on 3V3_G3H, or 3V0_AON power rail; check exact voltage and diode mode to ground there.
 
u7000 was replaced
theres no heat on the board
using ir camera theres no heat greater than 26 degree celcius

what can be posibly damage after removing u3100

Is that without battery?

Test the board w/o battery connected.
Cannot have such big consumption in off state.

Nothing will overheat, but your board takes around 7W in off state.
That's the reason I said to use IR cam; cannot detect small heat other way.

Which component appears with 26 degrees?
Being the "hotest" one in this case...
