Found no shorts
Following the power aliases page I get all voltages up to PP1V8_SUS that one is missing
PP3V3_S0 Present
PP5V_S0 Missing

PM_BATLOW_L 3.3V
SMC_ADAPTER_EN 3.3V
PPVRTC_G3H 3V
PPVOUT_S0_PCH_DCPRTC 1.1V
PCH_SRTCRST_L 3V
PCH_RTCRST_L 3V

Do you get 3V3_SUS for sure?
Both 3V3/1V8_SUS power supplies use same enable signal, PM_SLP_SUS_L.

Yes 3V3_SUS was present 3.3V
After looking closely I saw that U8250 was slightly chipped, replaced it and walla!
