820-00244 with a bad CD3215 - Now getting 20V but PPVCore_S0_CPU is 0V

820-00244 (2016 MacBook 12”) originally with a bad CD3215.
Got it replaced along with the charger port (shorted) and got 20V but board is sitting at .18A
I am getting All_Sys_pwrgd, PPVCC_SA_S0 and CPU_VR_Ready but not PPVCore_S0_CPU.
U7100 is looking ok. I assume that getting All_Sys_pwrgd is telling U7100 to shout out the 2 S0 voltages?!
Resistance to ground on Vcore is 5ohms which is matching a known working board.
I understand that there is a high probability that the CPU is out but since the resistance to ground is fair and the original problem was the CD3215 I am not giving up on this one just yet.

Be sure to check VCORE at L7210/30, not L7410/30.
Is strange to get CPU power good high (CPU_VR_READY), if no VCORE present...

I did and I am getting 0V
I can also confirm that I am getting CPU_VR_READY when the amperage reaches 0.18A.
It will from time to time go back to 0 amp and then right back at .18A

I've tried checking for the PWM signal coming out of U7100 and it stays around 2/3V
Also the CPU gets hot (50/60 degrees Celsius)
