820-00281 - stuck at 5V not turn on

Hi, I have this board here and PP3V3_G3H is 0,0V and PM_EN_P3V3_G3H is also 0,0V. Charger stuck at 5V and 32mA. Sometimes when board is lying around it switches to 20v also 32mA. But if you plug in plug out and so on normally getting only 5V. ISL9239 is getting 5volts but no output on PM_EN_P3V3_G3H. Can we say that 100% the ISL9239 is bad, or is there also an enable signal for the ISL9239? No short found on PM_EN_P3V3_G3H and PP3V3_G3H

If USB-C meter switches sometime to 20V, that means SMC and ISL9239 work in that moment (at least partially).
You may have bad solders, or intermitent contacts on some trace.

Check U7000 basic voltages; P_IN, AUX_DET, VDDA/P, SMC_RST_IN, EN_VR1, SMC_RST*, AUX_OK, A/BMON.
All USB-C ports have the same behavior?

P_IN = 5,0V on Pin 3 R7020
AUX_DET = 1,265V on Pin 1 R7016
VDDA = 2,63V on Pin 1 C7075
VDDP = 2,63 on Pin 1 C7077
SMC_RST_IN = 0,0V on Pin 4 U5256
EN_VR1 = 0,0V on Pin 1 R6921
SMC_RST* = 0,0V on Pin 1 R7090
AUX_OK = 0,0V on Pin 2 Q5490
AMON = 0,0V on Pin 1 R5439
BMON = 0,0V on Pin 1 R5429

All usb Ports have same behavior also with known good usb connector. Board was lying around for 1 hour first plug in switch to 20v, plug out plug in only 5v
