820-00426 not turning on properly

No liquid damage. No chime when turned on. Only the right fan spins. PPBUS_G3H only 10.13V No short.

Any ideas where to begin on this one??

Why would you check PPBUS_G3H voltage with battery?
Its voltage varies, depending of battery charge.

Try known good BIOS, clean ME.
Don't forget to make backup first.

Same problem remains. Only right fan spinning and no chime

Do you get all voltages, including CPU and GPU?

Did you try another fan?
You can swap original fans, for test.

Try reballing SMC; may need to change it.
