820-00840 No boot

Nothing on screen or HDMI through usb-c, trackpad is clickable
Cpu gets hot but coils L7410/20/30 are all at 0v all other coils are measuring what they should be

Board has minor signs of liquid arround Q8400 area but no corrosion anywhere to be seen

Sounds like bad CPU to me very common if any liquid near CPU.

Liquid spill is a great danger for the new boards; CPU is very fragile.
Did you check USB activity?

Cant see any liquid evidence on the top of the board, how can I check for usb activity?

No blinking on thumbdrive, GTVR_FCCM is reading 0v is this normal?
Usb-c amp meter just came in and its reading 19.7v 0.55a when on is this normal?

Seems to be low.
But your board doesn't really work, so cannot expect normal value.

as U7100 is not outputting GTVR_FCCM do you thing replacing it would be an option?

That is for graphics voltage and is the last comes on.
As you cannot confirm USB activity, don't wait video...
