My reference only: TT9775

Board history: No liquid damage, customer states they charged their phone like the always have done and went to go use the computer the next day and it would not turn on.
USB meter intermittently shows 20v, but most often it is at 5v.
If rotate/flip the meter around on the same port (closest to the screen), on only one side of the board (U3200 side), the meter does not power up, if I flip the meter again, the meter powers up.
I have replaced U3100, U3200, U7000, R7016, and R7015.
For U3100 and U3200: Both are CC1: 0, CC2: 1.4.
PPDCIN_G3H_CHGR is 5.1v
PPDCIN_G3H is 5.1v
F7000 is 12.26 on both pins.
Not sure where else to go?

Check for short around U3500 and UB700.

Compare diode mode readings on CC1/2 lines between all ports.

Is the machine recognized in DFU?

C3508 had a short, replaced it and still stuck at 5v. I also replaced U3100 once more since there was scraping around it from me trying to get the underfill up. Wanted to make certain no traces were damaged.
DFU Mode: Not able to get it in to this. Have not tried to force it though.
I did notice U3000 had solder balls around it. I tried to reflow this.
PP3V3_G3H I am getting .993v.

Diode Mode:
U3100: CC1 .585, CC2 .589
U3200: CC1 .596 CC2 .601
UB400: CC1 .592 CC2 .597
UB300: CC1 .590 CC2 .596
