If think better, missing "_L" from UPC_PMU_RESET signal name should mean 0V is correct level.
I was confused because of the name used on old boards for SMC_RESET_L signal.
In both cases, reset should be disabled.
That means 0V now and 3V for old boards; mea culpa...

So I start checking all the signals on the usb-c chip and found PP1V8_SLPS2R that kept bouncing about. Found a failed coil, L6813. This finally restored the 20v but same issue I'm having on the 820-01041, its not powering up still. This board also has the T2 chip.

So far:
PP3V3_S5 is 0.0.

Below readings gotten from U7800. COuldn't do much testing as customer can't wait anymore, so had to return it. Also, there is no power to the USB-c for the ethernet adapter to work, so don't think connecting to apple serve to download the T2 data, as state in the document, would work. Oh well. But thanks for all the assist.
