820-00875-01 not turning on

ppbus_G3H is 13.07
The type c a meter is drawing 20v 0amp
C7687 (ppbus_g3h_p3v3s5)is burnt. I replaced it and it got burnt again.
The voltage on it is 13.07v.
pls help.

Did you pick it from donor board.
It must be 16V capacitor.
