Clean board, tested on different known good case/screen/battery etc with clean ME BIOS and clean OS and same problem, fan spins normal speed.

Did you test with another SSD?
Also try USB macOS, removing internal SSD.

I tested with original SSD removed and external OS connected via USB, same problem.

Check if any error pops up starting in Diagnostic mode.

Test disconnecting the battery.
Also test with known good battery.

No errors come up in DM, already tested without battery and also tested in a different known good chassy and same problem.

Clean ME BIOS for sure?

Check if HWMonitor reports any strange value.
Fan spins normal?

I will try different BIOS just to make sure, fan spins normal and HWMonitor reports no problems.
