820-00923 20v 0.78A braindead

Hello!, got 820-00923 board with no signs of liquid damage. Turns on:
  • Trackpad active
  • no usb activity
  • no external image
  • no caps lock
  • cpu gets hot and fans stats to spin after a few minutes
CPU core voltage goes from 1V to 0.7. Tried good known bios that i found posted in this forum. Any measures i missed that would be important to check?
