no battery - 20v 1.4a with battery 20v 2.8a - fan spin ok.

no know short on board.
no SMCBYPASS
no usb activity or capslock light.
very weird.

first the board is 820-00281.
CPUCORE-sw1-2-3/isns1-2-3_p -0.9V stable

CPU core should drop from 1-1.1V to 0.6-0.7V aprox in 10s.
PCH, CPU and BIOS are involved in this sequence.
Test the board alone on the desk; 87W charger is required.

its really act like that, 1v for 10-15s and then 0.7v stable..

Check again Caps Lock and USB activity on all ports.
