Is that voltage, or diode mode reading?
Don't write "V" when you refer to diode mode.
We need to know the voltage there.

Now check diode mode there.
If no short, or low value, then replace R7015.
If short, remove C7016 and check again.
If still short, replace U7000.

R7015/R7016 off board test is fine coresponding to shematic
i will replace U7000 waiting recep component

0.083 is no short, but very low.
I hope you get 5V at pin 1/R7015.
